Higher Education Emergency Relief Funds (HEERF)

HEERF grant program provides financial aid to students and higher education institutions to help with new expenses and revenue losses associated with the COVID-19 pandemic. The program was created by Congress as part of the Coronavirus Aid, Relief and Economic Security (CARES) Act in March 2020, and received additional funding from the Coronavirus Response and Relief Supplementary Appropriations Act (CRRSAA) in December 2020 and the American Rescue Plan (RESCUE) in March 2021. So far, HEERF has provided about $75 billion in aid to higher education students and institutions.

FSW has been a recipient of all three rounds of HEERF funding.

CARES

  • $4,589,499 to provide emergency grants to students
  • $4,589,498 to cover institutional costs associated with significant changes to the delivery of instruction
  • $580,905 to address needs directly related to the coronavirus

FSW signed and returned to the Department of Education the CARES certification and agreement on 4/17/20. FSW intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

CRRSAA

  • $4,589,499 to provide emergency grants to students
  • $14,648,071 to cover institutional costs associated with significant changes to the delivery of instruction
  • $1,056,670 to address needs directly related to the coronavirus

RESCUE

  • $17,251,195 to provide emergency grants to students
  • $16,458,963 to cover institutional costs associated with significant changes to the delivery of instruction
  • $1,805,103 to address needs directly related to the coronavirus

How much funding is available to students?

CARES – On 4/25/20 FSW received $4,589,499

CRRSAA – On 1/17/21 FSW received $4,589,499

RESCUE – On 5/18/21 FSW received $17,251,195

How many students may be eligible?

CARES – FSW estimates that 12,008 students (based on Spring 2020 enrollment) may be eligible.

CRRSAA – FSW estimates that 6,000 students may be eligible based on the number of students who are enrolled in Spring 2021 with eligibility in each distribution phase.

RESCUE – FSW estimates that 16,000 students may be eligible based on Fall 2020 enrollment.
